Terminal Phase-out Management Plan (TPMP)

At its 53rd Meeting held in November 2007 in Montreal, Canada, the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol, approved Belize's request for a Terminal Phaseout Management Plan (TPMP)for Chloroflorocarbons (CFCs).

The TPMP will allow Belize to fulfill its commitments and obligation under the Montreal Protocol; and will assist Belize in reaching its target by completely phasing out CFCs by 1st January 2010.

Monitoring Programme

The monitoring programme ensures that the country is compliance with its obligations under the Montreal Protocol. It involves the continuous monitoring and control of each and every project within the RMPU, which will entail periodic verification of project results, analysis of problems encountered and application of corrective measures.

The programme includes:

1. Periodic visits to the servicing workshops that participate in the programme, with the purpose of verifying amounts of CFC being recycled and re-used, against number of CFC equipment being serviced and total quantities of CFC being used by the workshop.

2. Visits to the servicing workshops in order to verify working modalities, tools and equipment used, quantity and type of refrigerants used, etc., both for the workshop and the certified technician.

3. Monitoringng of the CFC Import Licensing System by crosschecking CFC import licenses against Customs records in order to detect any inconsistencies.
