Ozone Depleting Substances in Belize
Belize does not produce Ozone Depleting Substances (ODS), all its consumption is met through imports. The country’s report ODS consumption for year 2003 was 14.37 ODP tonnes of CFC-12, all of it concentrated in the refrigeration servicing sector. There is no identified consumption of any other substance of Annex A Group I CFCs in any other sector. As an Article 5 country to the Montreal Protocol, Belize is eligible to received financial and technical assistance from the Multilateral Fund for the Implementation of the Montreal Protocol for complete phase out of Annex A Group I CFCs in 2010.
ODS Imports in Belize
All ODS imported in the country is consumed in the refrigeration servicing sector. ODS imported include only CFC and HCFC. No Halons, Methyl Bromide, Carbon Tetrachloride, Methyl Chloroform, or Other Fully Halogenated Chlorofluorocarbons, other than CFC-12, are imported in the country. There is no manufacturing of refrigeration equipment in Belize, all are imported mainly from the US and Mexico. The brand new or used refrigerators imported into the country are equipped with HFC134a compressors. The Pollution Regulations prohibit the importation into Belize of equipment and Mobile Air Conditioning (MAC) using CFCs. The ODS Import/Export Licensing System was introduced in 2002 and have been very effective in regulating the imports of ODS into Belize.
There are only two licensed importers in the country, namely, Enrique Martinez & Sons Ltd, and Midway Convenience Store. Each one has 50% of the total quota for the year. Each of the licensed CFC importers also functions as CFC and warehouse retailer, and are also importing and distributing HCFCs. One important characteristic of the CFC distribution chain in the country is that CFCs are bought massively by numerous grocery stores which in turn retail the refrigerants in smaller quantities.
